I can't see how [hide]hand[/hide] could be it considering the first hint. Of course, I haven't come up with anything better but I think there may be.

Most people have [hide]two hands,[/hide] some people have [hide]one or zero,[/hide] but nobody has [hide]more than two! So the average (arithmetic mean) number of hands < 2.[/hide]

yes, there are.. But they are far outnumbered by those who have one or less..
Although, it depends on what you consider having..
