When Cody got off work, it was sunny. When he came home 20 minutes later, it was pouring, but his roommate Chad says that the weather hasn't changed for more than half an hour. He was telling the truth. How is this possible?

[hide]Weather can be vastly different over the stretch of a few kilometers. 20 minutes can easily translate to 20 or 30 kilometers.[/hide]

Chad says that the weather hasn't changed. Due to a severe problem with stuttering, it takes him more than half an hour to do so.

Chad is watching The Weather Network, which updates once an hour, on the :20's. It is currently 5:00pm, so according to The Weather Network (and Chad) , the weather has not changed in the last 30 minutes!
