Billy was at a costume party. Except Billy wasn't wearing a costume. However, Billy wasn't wearing a costume to this costume party, even though they were necessary. Strangely, the people still let him in. Why?

Or instead of costume he brought a weird puppet.

being hired to attend the party... such as being a stripper (perhaps even in a cake?)
Caterers, waiters, bar staff, ushers, bouncers... all fit the same bill though.

Perhaps he wasn't wearing a costume, but was wearing a uniform. (that people took to be a costume) Police, ambo, firey... Priest, monk, wandering barbarian....

Okay well basically it's because he was hired for the party. But my intended answer was DJ, though... everything else works also...
