The body of a drowned man was found in the sea, and a goodbye note in his handwriting in the pocket, so it all indicated suicide. However, it was later concluded that it was murder. What happened?

The autopsy revealed the the water in his lungs was fresh water instead of saltwater. So he was drowned elsewhere and the body was dumped at sea.
