Peter is in a place called P and he has to reach a place called Q within 15 minutes. And even though he is alone and he has no vehicle of his own, he manages to reach there in time. How then?

PQRS is a square drawn on a clock.  Contrary to mathematical convention, the corners are labeled clockwise.  Peter is the long hand of the clock.
