Al won $100 in the lottery, but did not cash it in. why?



there is nothing special about the ticket, nothing special about him.

If there was nothing special about the ticket, why would he cash it in in the 1st place, particularly if he's rich?

Or someone else did it for him.  

Or a thief stole his ticket.

Or he died in a car accident because he was poor, drunk and eager to cash it in.

$100 is closer to 10000 yen, I think..
But if he won on a ticket he bought abroad, that might be a good reason not to cash it.

A few days ago, after murdering a little girl in a most hideous manner, he decided to buy a lottery ticket, you know, to make him feel like nothing unusual happened.

While he is the prime suspect, he is lucky that his underage son borrowed his car and got caught in a speed trap, giving him an acceptable alibi.

So, if he claims the prize, the police will easily trace back where and when the ticket was purchased, making his alibi void.

he won $100 canadian because when he went up here to something..., he bought a lottery ticket to ease himself, and if he were to cash it in, it would take him too long to get to the border, or the border police would find the body in his trunk

You're all wrong. Its a California superlotto ticket.
However, im not sure if you could win $100 from that.
It doesnt have to be CA, but because it is, it means its USD. And HELLO, theres nothing special about the ticket or him! In most of the stuff you said, him or his ticket would fall into this category.
A clue(sorta): This riddle corresponds to a special time of the year, that is almost right now. Its no holiday, and most people dont like it, but they will not get rid of it, even if they can.

He computed that these $100 would make him go over the limit where one is exempt from tax.  Or it will take him to a revenue level with a higher tax rate.  In any case, earning this money would cost him more in taxes.

Hmm.. That wouldn't work around here. You'd only pay a higher tax rate on the money above the level you're on. (i.e. say 10% for the first 10k, 15% for the 20k above that, but not over the total 30k etc.)
It'd just be weird if due to taxes you'd end up with less if you earn slightly more.

A lot of things depend on your income.  It could make you ineligible for things like food stamps or subsidized health care.  But I don't know how exactly those are computed.

In fact, it wouldn't work either in Switzerland where I live.  But I heard of the problem, so it must have been the case at some time in some country.  So I gave it a chance.

Some kind of progressive tax seems fair to me; but at the very least a taxation system should be comprehensible.

He wanted to wait until the next lottery is being set up and decided that he could cash it in and sell the ticket to save them the inconvinience of getting the tickets however they usually get it, therefore earning extra money. Or maybe he wanted to put it on auction where the second highest bidder also must pay their bid without getting profit. Like
