You cut a small channel (small hole) into the side of a volcano (big hole), causing an eruption that took off the side of the volcano and sealed the opening  (no more hole).

I don't understand all of the above, but none of it has a connection with my solution.  Or maybe a very remote connection with evergreen's.

Cops and Homer Simpson are both known for their affection for [hide]donuts[/hide]. However the new hole tends to be bigger than the original hole, so my suggestion doesn't fit all that well.

If it was a [hide]donut-shpaed baloon[/hide] it might work.

taking that balloon idea in the other direction
(I feel there still will be a hole if you burst one. Let me go and find a kid with one. I'll get back to you)
(actually, my bike tyre had a puntcure... still plenty of hole there)

What if it's a thin walled vacuum chamber? That would be a hole in the atmosphere. Then the hole in the chamber removes that hole. Suppose there'd still be  the hole in the chamber though.

A bubble could also work.

Darn, I had this one pegged as a rather nice graphological puzzle, where the answer was in the puzzle (three times!)

Hole -> HoPe

A little contrived, perhaps, given it has to be capital. But I liked the way each "hole" referred to a different thing.
