Was the bar one where people come in and have a few beers, or one of the type that is used to keep structures etc together. A metalic bar for instance.

Buying a round, in a girls-only-bar? Not that bad an idea, except when you get kicked out. Besides... what's a barman doing in a girls-only bar?

The bar isn't a real bar.  [hide]It's a set up by the navy.  Young men come in there, adn the staff get them drunk on cheap ale.  

Hey Presto!!  The next thing the guys know is that they wake up on board a naval ship as part of the crew.

In England in 18th and early 19th Cenruries, this wouldn't be as far-fetched as it sounds.[/hide]

Maybe the bar is the test to become a lawyer, and the barman is the guy administering the test.  Or maybe it's a sandbar, and the barman is... er, the guy in charge of the sandbar.   ;D

Nope... the three sailors are not strip teasers, and the bar is just a place where people go to drink... there are no special events, and there probably isn't even a juke box...

I know this ignores some of the clues given later, but I think a pretty good answer to the original question is:

The sailors were obviously younger than the legal drinking age. You can join the Navy several years before reaching the legal drinking age.  Anyway, the question did not say they were in the Navy-  could have been child sailors too.
