Dear Board,

I think it would be very beneficial if ‘CS concepts’ section was  added with intent to discuss language, OS, Compilers, Quantum Computation, etc., implementations as well as riddles pertinent to this part. It is well-known that 'techy' companies ask these type questions, and I feel guilty by bombarding the CS section with them as I view it as primarily algorithmic in nature and simply can't find a better fitting section for this purpose[or to this end]. Thank you for your consideration.

I think the current CS forum fits what you are looking for well enough. This is not Usenet or a moderated mailing list: we don't flame people for not following a charter incorrectly, failing to read a FAQ, etc. If you look back in the CS forum, you will find a few posts along the lines of what you are proposing.

No, unless it is possble to incorporate 'CS Concepts' as a sub-forum of 'CS'.

puzzlecracker, I think it would be fine if you go ahead and ask those things in the CS section; personally I don't mind. As you say, such conceptual questions often show up in tech-interview situations as well.

Although I don't participate in chess threads (I play chess but those problems don't interest me), I think a chess forum would be justified given the quantity of threads.
