This is the second time i have seen[e] [/e].  Is it suppose to do something also?  All I see is the e in the brackets.

It just means that whatever is between [e] and [/e] is an afterthought (an edit).

It's just to mark text, not something the forum is suppsoed to do something with. [e] is short for [edit] in this case.
Another example on some forums is that they use [sarcasm] [/sarcasm] to make it obvious that what they're saying is meant in a sarcastic way.
