Nah, the idea isn't hard to understand; why anyone would want to do it is hard to understand.

Why?

BTW, my use of the term CAPTCHA here is incorrect because tweet set comprehension questions are made up manually.  

You could use CAPTCHAs, but manually made up questions allow one to force the reader to obtain a particular insight from the tweet set.
