I've recently discovered, with the CAD program at school, that I can create a tangent circle to two radi to a larger circle, and be tangent to the circle.  Here is the attached picture.  The green lines are the construction lines.  The white lines are the actual lines.  The trick is to create the tangent circle with only a straight edge and a compass.
