It depends what you count as 'having arms', if you count a regular pregnant woman as having four arms (two of her own, two of her baby), then it get's tricky.

If there isn't any case where you would count any more than two arms per person, then it's easy. [hide] since some people have lost one or more arms, the average lies under two, and thus the majority of people have more[/hide]
