Hi,
What are the most recent discovery in terms of intelligence? We can say what intelligence depends? it will possible a day increse human intelligence?

The most recent theory is multiple theory of intelligence depending upon both genetic and environmental factors. It assumes that at the basic level we as a child have a round shaped intelligence potential genetically endowed. But as we move forward in life , depending on our environmental experience this developments , for example arithmetical, logical reasoning etc. get accentuated with marked singularity. Thus in a sense intelligence is specialized in some dimensions.

It is been found that more alcohol give more intelligence to you. America research said that if you drink more alcohol then it affect your intelligence in the positive manner and you become more intelligent.

That's rather doubtful for large amounts of alcohol. Perhaps some alcohol might be good for you and your brain, but large amounts are known to cause brain disease such as for example Korsakoff's syndrome.

And, incidentally, recently a scientist was caught at fraud on this subject (http://www.reuters.com/article/2012/01/12/us-red-wine-heart-idUSTRE80B0BH20120112), making up his own data. (Demonstrating once again why you shouldn't too readily believe anything that has not been independently corroborated by other groups. There's always a few bad apples.)

Such devices already exist.

Except that they use the standard input and output interfaces to our brain, i.e. our eyes and our hands.

Problem is that there are so many ways for a person to be considered smart ie street smarts vs book smarts.... how to count for all that?

IQ is something we can measure.
Has average IQ increased since the IQ test was engineered?

By about about three points per decade(?) I think. Which tells us we get better and better and making IQ tests, and not much else.
It's actually a bit of a point of contention, because in the US there are people on death row that would qualify as too retarded to kill (not the official or PC term, I imagine), if only they had been given an up-to-date test, rather than an outdated one. In those cases 3 points more or less is the difference between death or life.
