| No. Without culture we wouldn't know what it was about. But humanity has some shared culture. And of course American culture has invaded nearly every corner of the earth. The real issue, though, is whether the information you need is salient enough if you're not part of a specific subgroup of humanity. There's quite a few specific things about foreign cultures that are well-known; albeit that they're sometimes a bit stereotypical and not accurate (like the Dutch wearing wooden shoes and living in windmills while farming tulips).
