Hints: 1. In every country or territory there are from one to three of that. Most countries have two or three ofthat; there is one in only a few more countries in addition to Canada and Kazakstan; naming pretty much any of them would have made the riddle too easy. 2. This riddle would be quite appropriate for an IT interview.

Something to do with... domains? I know each country has a three letter extension such as .gov for the US. perhaps some have more than one?

As far as I know, countries have two-letter identifiers. No, it has nothing to do with domains, but with something along the lines...

No, Vatican has only one border - with Italy. I'm not sure if it uses any special license places, though. Country IDs are a close guess, just don't limit yourself by the Internet, there were (and still are) many more other networks. Hint: May 17 is World Telecommunication Day.

According to the ITU-T document, there are three in Vatican, at least officially; and, as as sign of ultimate political correctness aka stupidity,instead of "Taiwan" the document says "Reserved", so, if I was more "de facto" inclined, I could have said "...or in Taiwan" instead.
