My first is where the flowers grow,
and my solace after a long day.
My second measures duration,
and rates the speed you play.
My whole is the hour I tell my children
to cease their play.
 
What am I?

Many lines point to "bed" being in the answer.
 
Flowers grow in a bed, a bed is solace after a long day, bedtime for line 5...  But the 3rd and 4th lines count bed out entirely... as does the answer being attached to 'first','second' and 'whole'.
 
hmmmmmmmmm, I'll give it more time.
