Another strange but true, closer to home.
 
Don't know what they are called elsewhere in the world but the attached are sold in the US as combination locks.
 
Well. If the order of the digits/numbers/letters is important, "123" and "321" are different codes, shouldn't these be called permutation locks?

The issue with cargo and shipment is that just because is called cargo doesn't mean it's not also called a shipment and vice versa.
