It was early morning. Frank was alone in his flat, preparing to go to work. There was an important meeting and he couldn’t afford to miss it. It was pouring outside and he got soaked on the way to work. There was an umbrella in working order in his flat but he didn’t take it. Why not?

| Because he couldn't find it in time. A man living alone...

No. He always puts the umbrella in umbrella stand near the entrance door.

It started raining after he left for work. OR He knew he would be late and wanted to earn the sympathy of his boss. So he decided to soak himself. OR He worked in an umbrella manufacturing company and the umbrella he had was one from it's biggest competetor.

He parks his car in a covered garage at home and at work, but he locked his keys in the house when he left to get in his car. Or He drives a motor scooter.

It's raining men... Anyway..maybe he left the umbrella for the girl he slept with last night, so she won't have excuse for hanging around in his apartment longer than necessary.

I guess the way the riddle is worded it can have several answers. I’m still looking for the intended answer though.

He decided to use a raincoat. He didn't notice the holes in it, till it's too late. OR One hand for briefcase, the other for that double espresso his boss ordered. No extra hand for umbrella..

There was too much wind for an umbrella. There was a serious thunderstorm, too dangerous to wear a metal sharp-pointed object around. Frank is a diver. The meeting is at an underwater pipeline construction project. Frank is a swimmer. The meeting is an international swimming contest. It was not only pouring. The whole area was flooded. He swam to work. Frank had a perfectly waterproof Scottish raincoat. But he ran and was soaked in sweat. Frank didn't expect to be exposed to the rain. His car is in the underground garage. Unfortunately, the garage was flooded. When Frank took the elevator down, it opened on a wall of water. Frank luckily could escape. Frank is meeting his apartment owner. He has to complain about the holes in the roof. At the time we are speaking, water is dripping in his apartment. His PC would be dead if he didn't cover it with an umbrella every time it rains.

It was his kid's umbrella, too small to protect him.

The umbrella was actually a parasol OR He knew that his enemy had hired a shooter to kill him. He was afraid that his multicolored umbrella would help the killer spot him in the crowd.

Frank bought the umbrella as a gift for someone he'll be meeting that night. It wouldn't be kind to soak it beforehand.

| Pouring does not necessarily mean raining. Soaked does not necessarily mean getting wet. So it could mean that there was a free sale of beer and he got drunk.
