Tim and Tom kill Jim in the middle of a plain under thin layer of snow. The informer calls Tim over the cellular phone, to tell him that the police will be there rather soon. There isn’t enough time to run from there, so the contact with the policemen on the plain is imminent. But even though the police arrested them pretty soon, they were not prosecuted. Can you explain it?

The police arrested Tim and Tom. But the prosecution finds out later, when the snow melts, that the murder occurred just on the other side of the border, inside a different country where there is no extradition treaty signed between them. So the crime occurred outside their their jurisdiction and so they could not proceed with the case against Tim and Tom nor could they extradite them to the other country for their crimes.

They did not use any weapon to kill Jim. They simply brought him naked and put him on snow. He froze to death. During the prosecution, they told that they were trying to save Jim.
