Stuck Drowning

A man who was slightly drunk was drowned down at the beach. He was not suicidal but he was just found lying down. Why didn't or couldn't he just get up and escape drowning?

Or he was retarded. When he fell he was just like turtle on its back.
 
Or he fell and hit his head on the rock.  
 
Or tsunami arrived.  
 
Or he walked on his hands instead of legs.  
 
Or he was tied up.
 
Or he was hypnotized so he had no choice about it.
 
Or electric eel paralyzed him.  
 
Or he was sleepwalking and then, when he got to the beach, he was ’sleepswimming.’  
 
Or he didn’t have to escape drowning because there was no danger and he is still very much alive.  
 
Or his head was stuck in the rock.  
 
Or anaconda captured him but he died because of drowning. It was a coincidence.

You haven't written that the beach is sandy anywhere. So that's why I think that it's a rocky beach.
 
The guy came drunk and he slipped on some rocks causing him to fall on the ground and then some more rocks fell on him making him unable to move. Then the water level got above his body, he got drowned, and the tide washed away the rocks after he died.
