There are two androids w/o emotions, Data and Lore. Lore is better than Data regarding a game called Tonopoly, and Data’s human friends want to see the two of them play it.  
 
He challenges Data to play for the chip that can give one of them emotions, and Data agrees even though he wants the chip. So he knew he cannot win, but he played the game nonetheless. Can you explain it?

Lore did have emotion, and quite a bit of ambition and malevolence, as I recall..
Hmmm.. Maybe this is in the mirror-universe.
 
 
Maybe Data can force a draw in the game. I remember from one episode where he played some game against an alien that he was unable to win, but when he stopped trying to win and played for a draw he succeeded and frustrated the hell out of his opponent.

No.  Data logically inferred that after Lore won the chip, he would feel happy.  And Data has been instructed to make people happy.

Maybe tying in the first few rounds eventually leads to a win. Take e-card for example. The slave side(which data is on) can only win with slave, but if he ties with citizen 4 times, he wins.

If there is some randomness, he still has a chance to win.
 
Or if Tonopoly's fair play rules state that the best player lets the other player play first.  Data knows he sucks at the game, but not to the point that he cannot guarantee a win if he plays first.

Or he could let Lore win, but once Lore gets the emotion chip, use it against him by making him feel guility that he has the chip and Data doesn't, so he would give the chip to Data.
