Peter is in a place called P and he has to reach a place called Q within 15 minutes. And even though he is alone and he has no vehicle of his own, he manages to reach there in time. How then?

Walk, ski, jump, swim, skip, astral projection, meditation (if he needs to be in his 'happy place', and for some reason it's called Q),

If in an elevator, just press the Q button. (Where I work, there are three underground levels, they are called P, Q and R).

He watches Star Trek: TNG and knows Q personally. Q takes him to the Q Continuum.

He made a single step on the map. Or he’s standing on the border. Or he has no vehicle of his own but uses taxi.

Peter is in kindergarten, learning the alphabet. It is 15 minutes before nap-time, and since he is smart, he memorizes the letter "Q"

I have ~50 posts to hack a "R" into a "D". Which one?

No to all. However, one of towr's guesses is close to the intended answer. Has to be, isn't it? Btw towr, you missed the option of 'run'

PQRS is a square drawn on a clock. Contrary to mathematical convention, the corners are labeled clockwise. Peter is the long hand of the clock.

skipping? I think hopscotch or something had letters on the boxes. Now taking 15 minutes to reach from P to Q means that Peter abviously has horrible balance
