The sniper is clearly instructed to take Belinda out immediately, w/o jeopardizing other lives. The reason for this is because she shot a police officer, although unintentionally. But even though he has a clear shot from the helicopter while she’s standing on the roof, he decides not to pull the trigger. Why? Mind you, no objects are at her disposal or between her and the sniper, & his decision had nothing to do with his emotions.
