Two friends are chitchatting in a bar, the jockey and the riddler. The riddler, as per usual, proposes a riddle of his where the winner gets $50: 'There is you and another jockey right behind you, both riding on horses of equal size, and there is nothing unusual about it. You don't know anything else about him and you never saw his horse before, but how can you be sure that he will not outrun you on this horse?' Note that the jockey has one try at it.

One possibility is that the jockey/horse in front just lapped the horse/jockey that is behind him. Since the second jockey/horse is trailing by a full lap, you can be shure they will not outrun the jockey/horse in front of them.

Suppose the first horse is crossing or just crossed the finish line. It wins the race no matter what and so cannot be outrun by the second horse. or Perhaps it is a chariot race, each chariot pulled by two horses. One horse is front of the other, and they attached to each other and the chariot. So the second horse will always remain behind the first horse.

The jockey should choose to stop the race/running immediately. As stated, the other jockey is behind him, so if the jockey given the riddle chooses to stop immediately, there is no feasible way that he could be outrun by the other horse.

If you were actually using real horses this would be simple, if you give the other horse some water right before the race it is 100% sure to lose as they can't run nearly as fast with a bunch of water in their belly. Another common track trick is to stuff a sponge up the nostril of the rival horse, thus cutting off his air enough to kill it but enough to prevent it from running well.

He didn't say that... but that is why the answer is a carousel. You could also have some dirty riding with jockeys pushing each other off, running the others into the rail, etc.

yes but dirty riding is not 100% certain that you will come out ahead. It will increase your chances though. But you could cause your own horse to crash as well.

Another way to do it that the other jockey could do very little about without risking a catastrophe for his own horse is to grab on and let his horse drag yours around a most of the way and then your horse will be fresh at the end while the other is very tired from dragging so much excess weight.
