In this duel, there is Tommy with a gun and three of his unarmed foes. In any possible realization, what is the maximum damage Tommy can do to them by using the gun once?

Well, he could shoot out something that is supporting a giant boulder or the like, crushing the three foes when it falls (or any other similar situation, usually chronicled in cartoons and in Hollywood); or a similar case with water being held back by glass that drowns the foes after Tommy breaks open the glass... Or we could have a magic bullet case: Tommy hits all three with one (acrobatic) bullet.

Well, if he's taking on 3 small insects, then allowing them to congregate within a close proximity of each other, and then crushing them beneath the gun would probably count as maximal damage. Either that or proving to be a marksman by hitting the self-destruct button for the large facility the duel is taking place in with one shot. He may even have time to escape the inferno as well... These are not the answers you are looking for. (probably)

Remember the film Eraser? In a scene near the end they were in the city Zoological gardens. With one gunshot, Arnold Swartzeneger manages to eliminate all his foes. It was a little exagerated in the usual hollywood style. But the solution here was: he shoots the glass on the aquarium releasing the Nile Crododiles (which hadn't eaten in three days).Of course in the movie, the crocs run strait at their prey at lightning speed which was a little over the top

This may be a little exaggerated but.. Well if you shot and it penetrated some vital place, bounced off a tree, hit another person in a vital place, and finally hit the third in the heart they could die from bleeding to death.

Tommy shoots in the air. The police arrives within minutes and arrest the 3 foes who by the way were convicted murderers. There are executed the next morning. or Tommy is a little girl. She shoots herself in the leg and starts shouting hysterically for help. When a crowd has gathered, she claims they did it and they tried to rape her. Within an hour they are all lynched. Unfortunately, she bleeds to death. or Tommy is not alone. He is with his gang of which he is the head. The 3 armed foes are unarmed because they are prisoners. After they failed to give any good reason to be spared, Tommy makes a gesture with his gun across his neck meaning "kill them".

I just wonder. The riddle says "Duel". That means there are 2 people involved. That means the 3 foes must be siamese triplets. A single wound could bleed them all to death.
