German Spies, I think?

I've been trying to remember lateral thinking puzzles that my geometry teacher told the class back when I was taking geometry, he had a book and gave us one every day, they were good ones. That's a lot of lateral thinking puzzles. Anyways I sorta remember a good one, I think it went like this.
 
A spy needs to deliver a message to another one, and they develope a way to do it. The first spy walks into a resturaunt, and sits down and takes out a newspaper to read. Minutes later the second spy walks in and sits down. After 15 minutes they both leave. They did not communicate with each other in any way, how was the message delivered?

The newspaper article on the back/front page of what one spy was reading was prevalent to what was to be communicated.

This seems a contradictory statement.  He could pass him a letter, but that is still communicating.

Did they always sit for 15 minutes? Perhaps the number of minutes sat is the communication. Like 2 minutes = yes, 5 minutes = no, 8 minutes = London, 10 minutes = kill them, etc.
 
Or perhaps they tapped eachother's feet with morse code.

Well since the first spy has newspaper.. he can either use a slow turning page for 'dash' and fast turning page for 'dot' and use morse code while pretending to read newspaper..

But there aren't any communications.  Remember?  I'm struggling to find a way for them to get a message to each other without communicating.  Maybe they have someone deliver it for them?  No, that would still be communicating with each other.  Even if they wrote it on the waiter's back and waited for him to walk by, this would still be communication.

Oh, duh.  I feel stupid now so this must be the answer.   Undecided
 
If they both leave after fifteen minutes, they can just talk to each other after they leave the restaurant.  The riddle never stated this information must be transferred while they are in the diner.
