They are astronauts on the space station. The umbrella is actually a satellite dish. Except that from where they are, it is more acurately called a Houston dish. Not in the culinary sense. Even though that would explain why they are fat. Why they want to crow is a mistery. But I digress don't I? Anyway, with a space suit, how could they get wet? Especially considering that they just fly over the Gobi desert.

Or they had opened the umbrella before going outside and in turn, caused bad luck and stopped the rain. .......it was unlucky because they liked the sound of the rain but they didn't want to get wet and they had soundproof walls so they had to go outside to hear it, also, they didn't have a front porch to sit outside on.
