At a certain time, the serogate mother got in labour, and from the excitement, so did the wife. It turned out that both woman gave birth at the same day and time, to two kids who had identical genetic parents, but wee not twins.

Take any two triplets and they're twins, even if they're part of a triplet. Looking at just two wouldn't matter. If you saw the two and asked them "Are you two twins?", most likely they'd say "yes" instead of "no, we're triplets."

'same day' could mean same day of the week, or same date, which could be different actual 'day's. For example, January 6, 2007 and January 13, 2007 both fall on a Saturday, even though they are not the same date, or January 6 and December 6 fall on the same date. Also, 'same hour' could be more literally defined as to include, say, 3:00PM Jan 6 and 3:00PM Jan 7. Therefore, my conclusion is: One was born early in the year, and one was born at the end of the year. Both were born on the same day of the week/date of the month they were born in and hour of the day they were born on.
