Sometimes you start a job, but put off finishing it for a whole day! Of course - its going to a cold, uncomfortable, and rather smelly night trapped naked in a room with no toilet facilities!

I'm pretty sure you understood Icarus's solution (which is what I thought of), but just to make sure,  
the idea is to turn one key on 13:00 and the next on 13:00 the next day, which seems to meet the conditions as written.
