Tom is deaf and he causes unintentionally a seaplane flying about 11 meters above him to crash just by jogging. How? There are no other objects around and he is jogging alone.

Did he have any electrical equipment with him? Was he wearing a hearing aid? Was he using sign language? Was he using semaphore? Did the pilot think he using semaphore? Did he make any arm movements which caused the crash?

No equipment, electrical or otherwise, like I said, in that there are no other objects near, and on him there is just - sportswear, so no bazooka on his back either. His arms are unimportant, because he is just jogging, and that is all he is doing.
