A man is hiding right outside of his apartment, plugging his ears as a bomb goes off. Then, after the bomb goes off, he goes in and sees the silhouette of a man on the wall. What happenned?

I reckon he is painting using a bucket and a banger. Hopefully it's a quick-fire technique, somewhat hampered by a figurine left near the bucket, leaving the silhouette

I know this is from some movie. I used to love that movie. But I remember that he was painting his apartment by covering everything in newspaper, placing a bucket of paint in the middle of the apartment, and putting explosives in it. But unfortunately, some guy who visited him a few minutes ago forgot his hat and went back into the apartment to get the hat right when the bucket of paint exploded. So, the man who tried to get his hat was covered in paint, but the wall right behind him was not painted. Hope that made sense.

As Grimbal indicated, that was a "Mr Bean" skit.
