You're in the army now
 
 
When Jack was in the army his strict sergeant told him to climb up a 15 meter rope. Jack climbed 5 meters up the rope but he really couldn't climb more and had to climb down. The next time sergeant told him to climb up the same 15 meter rope Jack managed to do just that using the same climbing technique. Explain.

kinda outrageous an answer that i thought of
 
jack is 5 meters tall and he climbed the 5m one, and jumped up to the 15m one
 
but he must be a good jumper  Wink

About amplification of oscilliation, I was thinking he could stand at the bottom of the pole, shake it at the frequency of its natural oscilliation.  If well-done, it would feed energy in the oscilation and amplify the movement of the  top of the pole to a point where the wallet would fall down.

a - The wallet, a rather big one, contained his hand-held phone and it was set to vibrator mode.  He just called his number and the wallet fell down.
 
b - The pole was burried 14 meters in the ground.
 
c - An earthquake happened minutes after that.
 
d - He released a number of pigeons who occupied the top of the pole and let the wallet fall.
 
e - When the wife threw the wallet, in fact she threw it together with the husband.  He just had to reach in his pocket.
 
f - Since the wife is so good at aiming, he told her to throw something else from the window.
 
g - He waited for the pole to rot and fall down.
 
h - He put his wife's cat on the pole.  The cat, unable to climb down, climbed all the way to the top and made the wallet fall down.  The cat is still up there.
 
i - He burned the pole.
 
j - He bought a new wallet.

The pole is actually quite thin, thinner than a match, he just snapped it.
 
He did a raindance, causing rain, and causing to wallet to get out of balance.
 
Jack is so poor, that he does anything for money. In fact, the moment a penny is falling on the other side of the world, he runs to it, and catches it before it touches the ground, even if you let it drop from 1 inch. In this case, he was at the top of the pole, before the wallet hit it.

ok so heres some thoughts i have
- the pole is the same size as the other pole, both are only 5 meters tall, but the other  10 is in the ground
-the pole is a laundry pole, and the pulling of the laundry also pulled in the walet  Huh
- He bought a new wallet, and never looked out that one window again

Here are some guesses
Railroad crossing pole, the pole was up when the wallet landed precariously on its tip, Jack waits until a train comes and the gates close and he catches the wallet as it falls.  
 
The North pole of a huge globe of the earth, (the pole is 15 meters in diameter or circumference or something) it is being pushed around in a parade and when it rolls over the wallet falls off, Jack then catches his wallet as it falls.  
 
It is the pole of a large power transformer, Jack closes the circuit causing a short, the shock causes his wallet to jump up and Jack catches his slightly charred wallet as it falls.  
 
A 15 meter statue of Pope John Paul II, a famous Pole, is being installed outside Jack’s flat, Jack puts his hands together in prayer requesting heavenly intervention, his prayers are answered and the wallet is delivered unto him.

A few more guesses.  
 
It is a 15 meter totem pole, carved and decorated with the thick wings, limbs and long beaks and noses of various animals considered sacred by Jack’s tribe, this pole is much easier to climb than the shorter smooth-surfaced 5 meter pole that is located on the other side of his flat. Jack clambers to its top easily and retrieves his wallet.  
 
It is a 15 meter utility (telephone) pole, by standing on tip-toe Jack can reach the lowest rung in the ladder-like spikes that stick out of the utility pole to allow repairmen to climb it. He easily climbs it and regains his wallet.  
 
It is a 15 meter polecat, escaped from the island-laboratory of an evil scientist, its teeth are as long as Jack’s arm and as sharp as needles. Jack pushes Jill out the window, where she is quickly snatched in the jaws of the gigantic polecat, which shakes its head back and forth quickly so as to break its quarries neck. These quick shakes, while marking the end of Jacks relationship to the mercurial Jill, cause the wallet to fall to the ground. Jack is able to retrieve his wallet when the polecat drags Jill’s bloody corpse into the parking garage under the apartment building.

The first time he was the last of a group of 8 people who were ordered to climb the rope.  He couldn't get higher because he couldn't pass the other 7 trying to hold on at the top.  The second time he climbed first.

He was in the same shape both times he was climbing up the rope because the second time he had to climb it was after just a few days.

Did the angle of the rope change?
Did the rope change at all?
Did the circumstances around the rope change?
Has it rained in between?
 
Was the rope greased in the first time, and did the grease rain off before the second time?
 
Was the top of the rope at a different level the second time?

They were digging a hole.  The first time, 10m of the rope was lying on the ground.  He really couldn't climb more than 5m.  The second time, the hole was 15m deep and he could climb the whole length.
 
A more classical answer would be that the second time, the block of ice had melted, so he had to climb more to get to the top.

The first time Jack had eaten some fruit and a croissant for breakfast, so he did not have much energy, the second time Jack had eaten "Wheaties" the "Breakfast of Champions" for breakfast, so he had great strength and energy. (Alternatively, he might have eaten "Kellog's Frosted Flakes" which seem to give people a lot of energy and ability to do amazing things. )

Chow in the army is not that diverse and it is never something that can raise energy.
