A doubt of a king

Unce upon a time, there was a king who had 3 sons. He gave a bag of seeds to each of his sons and said: "I will leave my kingdom to one of you who grows the most beautiful flower."  
After six months, he went to his sons' gardens. William had a beautiful garden. Thomas' garden was even more beautiful.  
Phillip's garden was full of weed. Phillip got the kingdom.  
Why?

as much as i agree with this answer i would like to give an alternative
::William and Thomas both had beautiful garden. The king fell in a dilemma as to whom to leave the kingdom as this would cause chaos.
 
The answer to this dilemma was phillip.
If you feel that King has betrayed his words then one must think that when king says the most beautiful flower, he means the one that he feels is beautiful.
 
However this then comes back to the answer towr gave Cheesy

How about: The seeds that the King gave the three sons were all for weeds. The other two sons were not about to gamble losing the kingdom on whatever seeds their father gave them, so they each bought their own and hired gardeners to maintain them. Philip trusted his father, and planted the seeds he was given. His father found this trust a more beautiful flower than his siblings produced.

Okay then, how about: The other two neglected their duties to tend their gardens. Philip chose to neglect his garden to fill the void left by his brothers in running the kingdom. His father found Philip's devotion to his people to be a more beautiful flower than those produced by the others.

No, no, no! You were on the right track! The only thing that was incorrect is the sentence:
The seeds that the king gave to three sons were all for weeds. Everything else is correct. Help:
You were close. You just need to find out what did the king do with the seeds.
Although I like your answers, I cannot say that they are wrong, because they fit in the story.

The king gave sterile seeds to his sons as a test. He knew that nothing would grow, except what was natural and proper for the garden. The other two sons were willing to bring into the garden something that did not belong in order to succeed, whereas the third son cultivated what was natural. As a ruler, the king saw the third son as the most worthy successor, as he would be sure to encourage and nurture the people he ruled, whereas the other two sons had no regard for what the kingdom stood for and would sell out quickly to foreign lands if they were to profit from it.

LOL ya so he gave them bags of  lets say sunflowers but it wasnt sunflower season so they ddint grown properly..the other two sons hired gardeners to buy another bag of seed that wouuld grow however philip bought a bag of dandilion seeds and cred for then until they grew...?::
