PPS: Another 1-stick solution is: 0 - 5 = 5.  You do need to invert your head though. Wink

Look carefully at the original image. The minus sign is level with the upper stick of the equals sign.

If arbitrary geometric transformations are allowed, should not this be another 1-move solution: 9 into 0, rotate (reflect) about a vertical axis or look "behind" for 2=2-0?

Would it?  If you look carefully at the original picture, the '-' is already slightly above the center.  By chance?

The problem statement says "make proper equality" not "make a proper equality" so equality could be a general property of the desired expression rather than referring explicitly to a single instance of equality.
