I searched before posting but I didn't find any reference. Anyways here is the riddle: A state wants to issue 6-digit license numbers, with the digits from 0 to 9. If every number has to differ from every other number in at least 2 places, what is the maximum number of licenses that it can issue?

| The default setting only searches up to a year in the past; but it has been posted before that time, here.
