My preferred answer is not one of the options listed - that it'd be a copy of the bottom left image with 0 rotation - the right column being a rotation of the image in the same row in the left column, with the degree of rotation indicated by the direction the hand points in the middle column - straight up is 180 degrees; to the right is 90 degrees clockwise; so straight down should be no rotation.
I suspect the intended answer is a, though if the intended reason is what I think it is, I'd argue that b would be better, and that the top row is poorly thought out. I can also make a good, but not as compelling, case for e...
