I heard that story, I am not 100% sure it is true.
 
The European Center for Nuclear Research is a huge research center that employs thousands of people.
 
One time the supplies department calculated that the usage of toilet paper had increased to improbable levels, like multiple rolls per person and per day.
 
They did a simple change in the supply and the usage returned to more normal level.
 
What did they do?

They made it impossible for people to take the rolls home? Maybe by using very large ones, or a special type that won't fit int he holders people have at home.

They changed the toilet-paper ejection machine? Undecided I refer to the ones where no  matter how hard you pull, you only get 1 toilet paper. Whereas there are some others where you can just pull the whole roll out in one go.

I'd make each section/research group pay for their own paper.
And display that part oftheir budget across the intranet.
 
Or make it single ply. Noone wants that stuff at home.
 
Or sharpen the supply department's accounting skills.

It seems people were stealing whole packs for reselling them.  The solution was to switch to a lower quality paper.

if you took out a WHOLE roll of toilet paper from a bathroom, I'm sure SOMEONE would notice you. I mean, toilet paper is not something you can put in your pocket now is it?

This makes me feel that the toiler paper was USED as opposed to be stolen.
 
But, in your defense Grimbal, I can't think of any alternative ways to phrase the question.

Maybe consumption would be better.
 
Anyway, it is clear that the supplies department counts the number of rolls they have to purchase month after month to refill the stock, not the number of sheet actually used on the ... well ... place of consumption.
