I don't know how you translate 195948557, but another possible answer to the original riddle is that the guy is a regular, he comes to eat there every week after gambling on horse races. Usually he writes down how much he has left and the waiter serves whatever he can afford. On that day, he won a lot, but he did as usual, he silently wrote the amount, with more than a bit of pride. So on that day, he was served champagne and caviar.

It can't be hex or any character representation because he's speaking to a waiter who will probably have an arts degree. The answer is pizza, the reason is because he's a CS guy and that's what we eat. Any decent waiter would know that.
