White Cannot Win (Chess)

It is White to move.  
It is not stalemate.
White still cannot win.
 
Construct such a position.
 
Given the above conditions, how much material is it possible for White to have?

Is it that white has only one move, or is it that white can move, then black, forever, and white cannot win?

What if white moves his queen to E8, then Black takes the pawn at H7? white could then rearrange his pieces accordingly to get a checkmate.
