Charge: Violation of the laws and customs of war: 1. Did willfully and unlawfully mistreat and abuse numerous allied PWs by refusing to issue adequate food for their subsistence 2. Did willfully and unlawfully misappropriate Red Cross food supplies furnished and intended for the use of PWs.
